This foresight project explored the assumptions and expectations about the future embedded in the Horizon Europe 2021–2022 Work Programme and their implications for EU research and innovation policy. Combining systematic document analysis with a Delphi survey, it examined the timing and plausibility of future developments, identified key uncertainties and influential factors, and provided recommendations to strengthen the strategic robustness of future work programmes.
