Project summary

This project explored alternative futures for consumer behaviour and consumer policy in Europe in response to the long-term impacts of the COVID-19 pandemic and other systemic disruptions. Through horizon scanning, scenario development, visioning, gap analysis, and stakeholder engagement, it generated strategic foresight insights and policy options to support the further development of the European Commission’s New Consumer Agenda.
